All of the rulers of Russia had like priorities, although some were to a greater extent forceful than others. The salty ones were the retention of power, being an autocracy or a shogunate and crushing opposition. The communist rulers had divergent priorities however to the Tsars in financial value of policy-making ideology and social aims.
