Responsibility Essay Essay

Personal responsibility is holding myself accountable for my actions and accepting the outcome of those actions. Any decisions I make, no matter how significant they are, will affect my life and those around me. To me, accepting personal responsibility is the first step in taking control of my life. Someone who demonstrates personal responsibilities achieves academic success. My college success depends on my personal responsibility. This relationship exists because being responsible for my actions will directly affect my education. As a student, I need to have self-discipline or self-control. The ability to be in control of my emotions and actions will show great results in my academic success. The lack of self-control could lead to showing up late in class, turning in the assignment late, or being absent from class. This could also lead me to such as dropping out of school and not being able to accomplish my goals. As an adult, I have many responsibilities and decisions to make. Som e of these responsibilities are taking care of the household, running my own business, staying healthy and getting a college degree. When paying my mortgage, insurance, and utility bills, or paying taxes for my company, I am taking action and accepting responsibility to pay those bills on time. Also, managing my own business takes much commitment, dedication and self-discipline. I also need to keep myself healthy by doing regular exercise and eating healthy food. Keeping my health top notch will help me do my daily routines. To stay on top of my responsibilities, developing a plan, writing down my goals, and setting a date keep me on track. Plus, keeping everything organized helps me focus on achieving my other goals. The other goal I want to achieve is to finish my education and earn a college degree. As an adult student, I understand accepting personal responsibility is the key to success. Also, having a better understanding of personal responsibility will guide me through to my academic success. To become a successful student, I need to create a study plan, practice time management and set realistic goals. Crea ting a study plan is a good way to complete my goals in school. Time management is also critical; setting a schedule to study will keep me on the right course. Setting realistic goals for myself that are attainable can motivate me to do better in school. Planning ahead of time will help me through my academic success.

Role of Media on African Americans Essay There has always been a lot of discussion about the perception of African Americans in the media and how it affects their self-identity. It is easy to find examples of bias in portraying African Americans in the media. So what exactly is it that the media does to bring out these stereotypes, biases, and images that tend to stick with a lot of African Americans? The goal of this paper is to explore the different perceptions African Americans have gone through, how it has given them a sense of double consciousness on life, where the media image of African Americans that has stuck with them for so long can, and will go from here. According to the United States Census Bureau (2001), 12. 3% of all people reporting as one race reported they were â€Å"Black or African American†. This ethnic identity is now the second biggest minority group in the United States. It also refers to a group of people that has been in the United States for as long as it has existed. However, through the persecution of slavery, the austerity of segregation, and the continuing underlying prejudice, African Americans are still searching for their true identity. Stolen from their homeland and forced into slavery in a new country, African Americans were basically victims of identity theft. B DuBois (1903) â€Å"The history of the American Negro is the history of this strife—this longing to attain self-conscious manhood, to merge his double self into a better and truer self† (p.68). Many African Americans feel the same as W. E. B. Du Bois when he says, â€Å"After the Egyptian and Indian, the Greek and Roman, the Teuton and Mongolian, the Negro is a sort of seventh son, born with a veil, and gifted with second-sight in this American world – a world which yields him no true self-consciousness, but only lets him see himself through the revelation of the other world. † He also states, â€Å"One ever feels his twoness – an American, a Negro, two souls, two thoughts, two unreconciled arrives; two warring ideals in one dark body, whose dogged strength alone keeps it from being torn asunder. † A quick look at American history makes it easy to understand where this split identity stems from because Du Bois claims that African Americans were always forced to see things through â€Å"white† eyes only and not have a vision of their own. In an effort to rephrase Du Bois’ comment above, the terminology of â€Å"twoness† is really him trying to define double consciousness as a few different things: 1 the power that white stereotypes have on African American’s lives and also having that internal conflict between labeling themselves as African and American simultaneously. 2 it is a sense of awareness of one’s self along with the awareness of how others may perceive one. This in turn leads to conforming based on level of power, which is basically what occurred. PBS’ African American World Timeline (2004) says that there is a large history of not granting African Americans an identity. Before 1787, of course, African Americans were slaves and only thought of as property. In 1787 the U. S. Constitution was approved. It allowed for the continuation of the slave trade for another 20 years and claimed that a slave counted as three-fifths of a man for representation by the government. In 1865 some progress was gained when the Thirteenth Amendment was passed, outlawing slavery and creating a Freedmen’s Bureau to help out former slaves. Also in 1865 Union General, William Sherman issued a field order setting up 40-acre plots of land in Georgia, South Carolina, and Florida for African Americans to settle. But, in 1866, some all-white legislatures in the former Confederate states passed what were known as, â€Å"Black Codes† harshly cutting the freedom of African Americans and practically re-enslaving them. Since that time there has been some progression and also some difficulty for African Americans. Based on the history of the United States’ treatment of African Americans, it is easy to understand how they could struggle for their true identity. James Jones (1991) might say it best when he states, â€Å"Black personality is in part an adaptation to the political contours of racism. The conflict between the freedoms and rights of United States citizens is connected to the denial of freedom and rights that is the history of the African American presence in this country. If we view personality as the resultant of coping pattern and socialization directives, then black personality is, in part, the cumulative representation of the effects of racism over four centuries. It reflects over time, the effects of the form and structure racism takes, and comes to signal the nature of race relations at any point in time (p. 305). † This would lead to accepting of the fact that African Americans do, of course, have an identity, but a lot of the time it is dependent on the identity of White race at that time. Alain Locke (1925) explains the upward moving and upbeat side of African American identity: â€Å"In the last decade something beyond the watch and guard of statistics has happened in the life of the American Negro and the three norms who have traditionally presided over the Negro problem have a changeling in their laps. The Sociologist, The Philanthropist, the Race-leader are not unaware of the New Negro but they are at a loss to account for him. He simply cannot be swathed in their formulae. For the younger generation is vibrant with a new psychology; the new spirit is awake in the masses, and under the very eyes of the professional observers is transforming what has been a perennial problem into the progressive phases of contemporary Negro life. Could such a metamorphosis have taken place as suddenly as it has appeared to? The answer is no, not because the New Negro is not here, but because the Old Negro had long become more of a myth than a man. The Old Negro, we must remember, was a creature of moral debate and historical controversy. His has been a stock figure perpetuated as a historical fiction partly in innocent sentimentalism, partly in deliberate reactions. The Negro himself has contributed his share to this through a sort of protective social mimicry forced upon him by the adverse circumstances of dependence. So for generations in the mind of America, the Negro has been more of a formula than a human being a something to be argued about, condemned or defended, to be kept down, or in his place, or helped up, to be worried with or worried over, harassed or patronized, a social bogey or a social burden. The thinking Negro even has been induced to share this same general attitude, to focus his attention on controversial issues, to see himself, in the distorted perspective of a social problem. His shadow, so to speak, has been more real to him than his personality. Through having had to appeal from the unjust stereotypes of his oppressors and Traducers to those of his liberators, friends and benefactors he has subscribed to the traditional positions from which his case has been viewed. Little true social or self-understanding has or could come from such a situation†¦ †¦Until recently, lacking self-understanding, we have been almost as much of a problem to ourselves as we still are to others. But the decade that found us with a problem has left us with only a task. The multitude perhaps feels as yet only a strange relief and a new vague urge, but the thinking few know that in the reaction the vital inner grip of prejudice has been broken. It does not follow that if the Negro were better known he would be better liked or better treated. But mutual understanding is basic for any subsequent cooperation and adjustment. The effort toward this will at least have the effect of remedying in large part what has been the most unsatisfactory feature of our present stage of race relationships in America, namely the fact that the more intelligent and representative elements of the two race groups have at so many points got quite out of vital touch with one another (p. 631). † Even in the premier times of African American identity there were still questions to be answered. Now those questions lead to progressive thinking like Locke’s, â€Å"middle of the road† thinking and â€Å"extremist† thinking. An example of the term â€Å"middle-of-the-road† thinking can be seen in a post by Malcolm Frierson (2004) to a discussion board using the topic of what label to give African Americans. He says: â€Å"It is the right of the individual to be self-defining. Black is a color, not a term for a race of people in this millennium. The word was made beautiful and strong in the 60s and beyond for obvious reasons. That effort was admirable and effective, but now fairly done. It is time to move forward. † The term African American linguistically puts the race on more comfortable ground. It doesn’t seem right or fair to look at four men and call one Italian, one Native American, one Chinese, and the other black. â€Å"Whites† dont seem to have this concern obviously because they sit at the top of this name issue. The whole system was constructed to glorify the â€Å"whites† (the imperialists) and belittle the â€Å"blacks (the subjects). † Also, many whites and blacks together, beg for an end to this issue because they claim, were all Americans. But if we are actually honest with each other, nobody while in contemporary American society, when asked for their race or ethnicity, will never be able to simply label them self as simply â€Å"American. † There will always have to be a distinguishing label put upon everyone. Why is it that blacks have to go through this labeling issue more than any other American subgroup? Asian Americans, Italian Americans, and Filipino Americans often become Asians, Italians, and simply Filipino without ridicule or persecution (Asians further become Chinese, Japanese, Taiwanese, and others). A possible answer to this would be that we all identify with our most dominant ancestral line or native country – German, Spanish, Portuguese, Jamaican, what have you. It should come before the understood American part. But again, we should respect an individuals rights to be self-defining. One black problem could be that a lot of people really havent been to Africa and are in a sense kind of ashamed about or tend to disregard that fact possibly feeling a sense of ignorance in that area. The term African should be proudly used along with the term American just as other foreign groups use their places of origin along with their American status. Unfortunately this viewpoint is just a common middle-ground between the two poles. The other pole is a belief best supported by the All African People’s Revolutionary Party. They say, â€Å"African People born and living in over 113 countries around the world are [one group of] people, with one identity, one history, one culture, one nation and one destiny. We have one common enemy. We suffer from disunity, disorganization and ideological confusion. And we have only one scientific and correct solution, Pan-Africanism: the total liberation and unification of Africa under scientific socialism. They feel that African people that have been born or are living outside of Africa are intentionally kept from the knowledge of Africa and her achievements through European capitalism. They also feel that people inside of Africa are tricked into living in separate countries because of the â€Å"divide and rule† tactic used by Europeans which basically means it forces large concentrations of power (people) into smaller units of power to constrain them from gaining more power as the larger unit. It is this pole that receives the most voice in the media and also probably this pole which leads to the bias media outlets against African Americans. Perhaps the earliest example of media bias against African Americans, whether intentional or not, came from 19th Century naturalists that divided mankind into Caucasians, Mongolians, Malayans, Ethiopians and (native) American races. The Caucasians were defined as wise, the Mongolians crafty, and the Ethiopians/negro unintelligent. This bias is blunt and disrespectful, but possibly not hateful in intent back in the day. Today our media comes from less than ten gigantic media conglomerates in the United States. Salim Muwakkil (1999) mentions that, â€Å"Virtually all of our information, our cultural narratives, and our global images derive from institutions whose major goal is to pay handsome dividends to stockholders (p. 2). † Which in other words the media doesn’t really care what they say even if it sounds hateful. If it sells and gets publicity, it’s a hit. He also points out that black-owned media operations are becoming increasingly rare as much larger corporations continue to buy out more places and more property. Muwakkil’s fear is that the mainstream will continue to alter the image of African Americans without challenge to the point that their â€Å"anti-black† tendencies will be encouraged and sustained. Muwakkil makes a very strong point when he states the Kerner Commission’s findings: â€Å"The Kerner Commission (formally known as the National Advisory Commission on Civil Disorders), which was charged with finding the reasons for the long-hot-summer rebellions, had concluded that the United States was headed dangerously toward ‘two societies, one black, and one white, separate and unequal. ’ It blamed the urban unrest on persistent racial discrimination and a historical legacy of disadvantage, but it also singled out the nations news media for censure. The media treated African Americans as invisible, the commission concluded, and failed to communicate to white audiences a feeling for the difficulties and frustrations of being a Negro in the United States (p. 1). † In the book, The Black Image in the White Mind: Media and Race in America, Robert Entman and Andrew Rojecki (2000) point out some surprising statistics from studies done on American television. While Black actors are now more frequently appearing in films, its a debatable question as to how well theyre being represented. In the top movies of 1996 representation of African American Females and Caucasian females was drastically different where statistics from differences in using profanity, to physical violence were very often a difference of 70% or more between the 2 races with African Americans being in the higher percentage of the two for those certain areas. Television ads now show, hidden patterns of differentiation and distance pertaining to African Americans. Not surprisingly, for instance, Blacks do not touch Whites in the majority of television ads, but as opposed to Whites, they rarely even touch each other, expressing a slight message assuming that Black skin would be taboo. A ranking of racial preference is implanted within the casting of commercials. Network news also tends to place a â€Å"ghetto† label or more urban image on African Americans. Increasingly, African Americans appear mostly in crime, sports and entertainment stories. Rarely are Blacks shown making an important contribution to the serious business of the nation. The exception of blacks rarely being shown in a positive fashion contributing to the nation would be President Obama, which will hopefully turn the stage for this image stereotype. Unfortunately however, that negative image is not the only blunt indication of a media stereotype. It is noticed by a lot of different people that African American athletes tend to receive a bad representation by the media, pointing out that when they get into any level of trouble, it is reported significantly more and also perceived in a much different way than when White athletes behave in the same manner or worse. It also is sometimes apparent that sportscasters tend to point out solely the athletic abilities of African American athletes in contrast to their tendency to point out the intelligence and savvy of White athletes. It is a known stereotype for quarterbacks on football teams for example, people perceive this position to demand a much more mental capacity and take a much more conscious effort as opposed to other positions on the team. Therefore the stereotype has often been viewed as teams primarily consisting of white quarterbacks. This tends to lead people to believe that black athletes achieve greatness by some coincidence or by simply their natural physical makeup instead of just assuming they are talented and hard working. There are several more examples of media bias against African Americans and there are far too many to speak on individually. Ultimately the point that is trying to be made is that there is a high level of publicity and strong case for media bias against African Americans. Any actor or famous person for that matter will almost always tell you that no publicity means bad publicity. It is logical then, to see the media (whether its biased or not) as a great tool for providing a voice to the African American community. It is also logical to say that a more biased media representation gives African Americans more publicity as Americans simply love bad press because â€Å"dirt† on other people sells, and the media has never cared about ones feelings if it means for them to make money. Ultimately, where I see this issue going from here has everything to do with President Obama. With the world-wide publicity he received for his changing of history for our country, I really feel this will open up many doors into the media for African Americans to have their voice, and create and defend a sense of identity that is much more positive than any other that has been labeled upon them. Obama is the best thing that has happened to African American media and just them as humans because he is what America needs to not only fix the economic and other issues in this country but most importantly bring the people of different colors together even closer than ever before to becoming one country where everyone is separate in color, but equal in representation and voice. Spearman VS. Gardner Essay Charles Spearman (1904) defined and developed a unilinear testing approach to general intelligence (g), which is based on a positive correlation among varying subjects like math, earth sciences and vocabulary. Gardner (1983) proposed there were multiple intelligences (MI), or seven areas of intelligence, linguistic, musical, logical-mathematical, spatial, bodily-kinesthetic, intrapersonal, and interpersonal, and that each person has more than one of these skills. While testing of g intelligence is still used to assess overall IQ, universities and corporations look at the wider consideration offered by Gardner. Spearmans theory creates an environment that places strong emphasis on getting a high IQ score and high scores on a number of placement tests useful for schooling. However, as Gardner has said, these place too high an emphasis on IQ and test scores, and in ignores certain intelligences and abilities that people can bring to the workforce. Relying solely on IQ test scores not only can exclude an individual with superior a talent (g) from getting a proper education in the area of expertise, but can eliminate the individual from the education and professional arena altogether. We are all endowed with multiple, genetically determined forms of intelligence that can be enhanced through practice and learning, yet this is ignored in the process of rewarding individuals for high IQ according to Spearman. Unfortunately, MI theory is only just being put into practice at the educational level. Wallace Shilkus, a middle school technology education teacher in Illinois, wanted to know how relevant technology education was to middle school students; whether his methods of instruction made a difference in the classroom; and whether Gardners multiple intelligences had a role to play in the classroom. (Merrill, 2004, 6). Shilkus tied the in-class study to action research to document his teaching methods and benefits to his students in 2001, and found (using CO2 cars as the activity) that his students demonstrated most of the intelligences. Throughout this process, Shilkus noticed differences in himself as the teacher and his students as the learners. Moreover, Shilkus discovered that by presenting the material and requirements of the CO2 car activity in different forms, the students excelled. (Merrill, 2004, 6). Spearmans theory still reigns, as Gardners theories are just being put into practice, making one wonder what would happen to IQ testing and educational systems if, based on Shilkuss success, Gardners MI were put into practice on a scale approaching that of Spearman. Apparently, Gardners theory that students are being held back is supported and if his theory were put into practice, all students could excel and increase their chances for success in the workplace. I believe that Gardners Multiple Intelligence in more inline with society today. Knowledge cannot be put into just two types and tested that way. There are many different types of knowledge and if you included more of them into tests and stopped timing people on tests there would be a clearer understanding of why there are so many people failing the tests. You would know exactly what is wrong and could teach them more in-depth on that subject. Common sense is also a type of intelligence that needs to be tested if testing for the perfect IQ. A person could be a genius when it comes to academics, but have no understanding of common sense. You would have to be a genius in both to truly be a genius. IQ tests are not very accurate and do not go in depth enough on subjects. There may not even be a way to fully test to see if someone is a true genius. Ethics in Public Administration What are ethics, and why do they matter for public administrators? Ethics are very dependable within a certain setting, but can differ greatly between contexts. All through the world, business organizations and different callings lead every day exercises that oblige norms of ethical conduct. To pass on an organizations goals, standards, and objectives most organizations build up a code of ethics that defines the behavior of what others can expect (Shafritz, J., Russell, E, 2011). Ethics is so important in business because it gives a company greater credibility. Strong work ethnics are vital.Ethnics is a very important matter for public administration. Ethnics impacts public administrators in a variety of way. Throughout the day, businesses, organizations, and administrators, do daily activities that involve standards of ethical behavior. In public administration there levels of ethnics. There are four main levels of ethnics in public administration. The first ethnic moral is personal morality which means it is the basic of what is right and what is wrong. Many factors can lead to this such as religious beliefs, cultural factors, social factors, friends and family (Shafritz, J., Russell, E, 2011). Personal ethics are different for each person, but people want to be known as a good person not a bad. Professional ethics in public administration state that a person should act â€Å"professional† in a business or at work. Employees should have strong work ethnics to work more complete as well as being more honest. Employees who uphold strong personal ethnics will meet goals faster of a business or organization in which they work. Ethical employees can also increase a company’s reputation and the services it provides. Next organizational ethics is essential. An organization should uphold strong standards to be on top. Strong standards insures more people will look up to the organization or company. Organizational ethnics can help the organization in its programs, policies, stands, and even business making decisions. Organizational ethics gives a business a strong reputation and creates more productivity. Leaders create more organizational ethnics. Leaders create strong ethnics so employees will behave better, reward more employees who work strong with integrity, and discipline employees with poor work ethics. A good organization culture real does improve the morale among employees in a business, which can create more productivity. Democracy stands in the way of efficiency in many instances. Since democracy is multiple people making decisions on what they believe to be the best solution sometimes isn’t. Making a popular decisions isn’t always the most efficient decision. However, with democracy many people are sublime by the decisions they make because a majority agree with the decision. The government doesn’t seek out what is best for all citizens but only does want the majority of them want. A government such as a democracy, waste a lot of money campaigning and puts and unneeded strain on the economy for funding purposes. For democracy a majority population only decides on candidates for a political office from given list, and then the politicians decide instead of the rest of population. To be more efficient it is more important than ethics and accountability correlate. If a government is efficient they will be producing more and have a higher GDP. What people want most is for the government to create the conditions in which they can have a comfortable quality of life, and find happiness. If I had to choose a government I would choose democracy. Democracy is a word and an idea that whips up a great deal of emotion and idealism in people all over the world. While there is no perfect or universal definition of democracy, it is generally accepted that it refers to a political system in which all the citizens have a say in who governs their country, and how their country is governed. To most people, democracy is also a belief in the freedom of the individual to express his or her opinions. Democracy represents the views and notions of all the citizens of the country, whether majorities or minorities. Democracy allows various people to rule the country through the represe ntatives and gives a dignity to the people. What is meant by the â€Å"machinery† of government? According to Machinery of government, guidance and information, Machinery of Government refers to the structures of government and how they work. It includes organizations within the government, their functions, and how they all work together and see how the public is working. Machinery of Government changes are terms that are commonly used to describe organizational or functional changes affecting the public. In the US, the Machinery of government, is less conventional and less likely to change compared to other countries such as Britain and Australia. Machinery of government changes generally occur in the period immediately after a general election. However, a Machinery of government change can happen a person in charge such as the president or prime minster. Undergoing a machinery of government change can be challenging. Agencies are required to consider a vast number of issues and deal with wide-ranging matters, some of which can be very complex and time-consuming.In an article a bout Machinery change of government it includes may examples such as abolishing a government department by transferring its functions to other government departments, creating a government department, merging two or more government departments, and moving functions in to or out of government departments. What are the differences between Scientific Management, Orthodoxy, Neoclassical Organizational Theory, and Modern Organizational Theory? Many theories and principles come into play for public administration. First Scientific Management is a theory that can help and improve productivity of a business or organization. Scientific management techniques improve the way tasks are performed and makes it easier for workers to be trained in their particular field. Scientific management increases productivity greatly. For example, a manager could increase production over 200% and reduce workers by 75% by increasing the size of a shovel. Scientific management is made up of four principles. First, finding the best way to do a task, secondly match each worker to task they can do well, thirdly, supervise workers and use rewards or punishments when needed, and lastly management should plan and control. Next orthodoxyis now often used with position to Public Administration in the 1920s and 1930s to show an excellence of general agreement and confidence. In the period of orthodoxy in public administration, work of government could be divided between decision-making and execution. Orthodoxy had many ideas such as true democracy is efficient, work of the government could be divided by decision makers and execution. Also administration was a science with many discoverable principles and theories. Next, the Neoclassical Organizational Theory emphasized on employee welfare and a company’s organization structure. This theory played an important role in human needs. The neoclassical hypothesis was an endeavor at joining the behavioral sciences into administration thought to tackle the issues brought on by traditional hypothesis rehearses. Personnel is very important in the government. It gives organization and federal agencies the best possible and most qualified employees. The Pendleton Act of 1883 and Hatch Act of 1939 has greatly shaped personnel in various organizations. First the Pendleton Act gave federal government jobs be awarded on the basis of quality. The act stated that government employees should be picked through strategic assessments. The Pendleton Act has transformed the nature of public services. Many people now find jobs in federal agencies. The act greatly improved the civil service of the US. It also interrupted the spoils system, which was custom to presidential administrations. In today’s society many parts of the 1833 Pendleton Act come to place. In today’s time, one can now fire or demote a government employee which they did in 1833 also. Also in today’s world personnel has to take examinations to get into certain jobs. A lot of personnel also have adopted the Hatch Act of 1939 in today’s society. This act prevents federal government members who don’t have clear political roles, such as the pres ident, from intervening in political activity. For example a mailman can’t run for state senate. They don’t really have any political background. The hatch act makes it difficult for government personnel to use authority that can interfere with elections which is still in effect today. Both of these acts have played a big role in government personnel right now, and the US has mirrored these acts in today’s society as well. The Pendleton Act of 1883 emerged when the assassination of President James A Garfield occurred. An office seeker of a government official is sought to have ordered the attack. The U.S. legislation recognized a law, which presented employment based on value rather than on political party relationship that leads to bribery in the government system. Widespread public requests for reform in the government was motivated after the Civil War by allegations of incompetence, corruption, and theft in a lot of federal departments. This act improved civil services of the US. This act is still used in the US today. Providing sfor the open selection of government employees and guaranteeing the right of citizens to compete for federal jobs without regard to politics, religion, race, or national origin. The new law covered only about 10 percent of the positions in the federal government, but nearly every president after Chester A. Arthur, who signed the bill into law, broadened its scope. By 1980 m ore than 90 percent of federal employees were protected by the act of Hatch. Both of these acts have greatly shaped government personnel and in other organizations as well. The Civil Service Reform Act of 1978 was huge for system principles. The Act also gave reform to personnel practices that we even use today. The act was passed under President Carter. He made the bureaucracy more manageable. This act lets federal employees join a collective bargaining. Protection Board was created to provide recourse for angry employees. The Civil Service Act also provided the employees of US with a real, and productive workforce to improve public services. Federal employees should be made consistent with merit system principles. So it rejuvenated wreaked systems and replaced them with a quality system for choosing government workers. It also made the US Civil Service Commission divide into 2 agencies. First, the Office of Personnel Management, and the Merit Systems. Also the Office of Personnel Management (OPM). So all in all the Civil Service Reform Act covered a wide diversity of management reforms, including creation of the Office of Personnel Management (OPM), a nd the Merit Systems Protection Board (MSPB). These new agencies replaced the former U.S. Civil Service Commission which didn’t work well and were very corrupt. Ethics in Public Administration Ethics in Public Administration Accountability in public administration is a very important aspect to civil service in every country. Dr. Beaumaster defined accountability as an objective responsibility which involves responsibility to someone, or some collective body (2010). Integrity, transparency and accountability are basic principles of public administration; therefore, governments must have a checks and balances systems that ensures the honesty and integrity of their local bureaucracies. These principles must be adopted and exercised in the country as well as in public administration. Accountability must be carried out in administration in order to have a transparent and integral government system. Although transparency, integrity, and honesty are all intertwined, they are different things. Transparency refers to the reliability in information keeping and providing citizen services for the country. Integrity refers to honest ethical practices, which deter corruption in the administration of public services. Public administrators and state heads must develop accountability criteria that is fair and not one sided. All public administrators and political leaders must be aware of these rules and regulations to abide by so that there are no weaknesses in the process, which can be taken for granted by the public servants and politicians. The first basic step in the accountability process in public administration is to recognize the efficacy of power. According to McKinney and Howard (1998), the power or authority is necessary to carry out any development program; however, transparency, integrity and accountability can not be obtained by simply cutting powers of administrators (p. 463-470). The struggle for attaining more and more power between bureaucrats, presents an issue. And if this power struggle is not eliminated, this is a conflict that has potential to become progressively worse in the future. Accountability is a complex process. Government agencies have to address and tackle abuse, which is a practice that is essential in attaining government and public goals. Public trust of bureaucracy and government is very important in a democratic country and this can be only achieved by having a fair and strong accountability process in the country. Coercive political power takes place when a public officer takes advantage of their power and misuses it for self-benefit rather than the publics good. When this occurs, it breaks trust of citizens and lowers public opinion towards public administrators and the government itself. The unethical decisions and acts performed by the public officials are also within the realm of accountability. The other types of issues in public administration which may arise are blaming of errors on other officers then oneself, leaking confidential information (i.e. whistle-blowing), fabricating time/quality/quantity and reports, misusing of expenses allowed, taking gifts/favors in exchange of preference or personal benefits to clients, taking unnecessary days off and taking extra time for breaks like lunch and dinner, are some examples of acts by public administrators that jeopardize transparency, accountability, honesty, and integrity (Gordon and Milakovich, 2009, p. 93-95). In short, accountability is the process for ensuring that public monies and powers must be used effectively and with honesty for public services only. There must be no misuse of any public power or money by the public administrators and government itself. This also brings trust relationship between the public and the government and its departments. Accountability is a process which must be adopted in every department of the country. Efficiency and Effectiveness Efficiency and effectiveness are important in public administration. Efficiency and effectiveness are desired in every aspect of public administration. An example of this is proper spending of citizens tax dollars. Tax payers monies must be used effectively and efficiently; therefore, utilization of funds must be careful, constructive and productive on order to carry out the overall good of the public. Effective public administration if of fundamental importance because the public needs services delivered in a timely manner. In order to ensure proper implementation of programs and services, political demands of the ruling government adopt low cost efficient and effective processes based on the public interest of the country. Efficiency refers to attaining a goal of providing the best services possible for the least amount of money and resources. It is always important to provide optimal public services for the least amount of cost, especially during todays economic hardships. Effectiveness refers to making sure the work done is according to public demands, accountability process is carried out and democratic process is observed (Box, 2009, p. 254-255). John became a priest in 1841 at the age of 26, and was named Don Bosco, which means Father Bosco. After Sunday Mass's he would have a catechism class which would teach young people about God. After a while the catechism class turned into a school were boys could receive a real education, not just a religion class. He was appointed chaplain of St. Philomena's Hospice for girls. John did not really like his job so he resigned and opened a house for boys, where he helped boys that he saw on the streets, and brought them to the house where he fed them, clothed them, and sheltered them. Then he started his own religious order of 17 priests and brothers, they were called the Salesians in 1859, after St. Francis de Sales. He then setup residences and schools to teach boys grammar and religion, and train them as shoemakers, tailors, and printers. Lyonet never trusted Beaumains to be a truly noble knight until his name was revealed and his lineage was known. This tale reveals much about who Lyonet was and what she did. Team Analysis

Analysis of Team A Learning teams give individuals an opportunity to work together to achieve a goal or assignment. Our learning team members completed the charter to become familiar with individual strengths, areas they would like to improve and skills they can offer to the team while completing assigned tasks. The expectations we have to be successful are stated in the charter, along with methods to manage conflict if it occurs. Evaluating the team member’s self-assessments along with their contribution to the team charter will provide a basis to improve the performance of Learning Team A. Team Charter Becoming familiar with team members is the primary method to know the best way to manage the performance of a team. Completing the team charter provided the foundation for team members to express their thoughts and processes of an effective team. As a learning team we established some ground rules: necessity of a team leader, checking in with team frequently, expressing problems early on. Overall, the expectations appear to be similar among all team members: encouraging communication with team members, sharing equal responsibility for the assignments, requesting and accepting assistance when needed from other team members in order to complete an assignment on time. When these expectations are not met it could result in conflict. When conflict occurs, professionalism and a direct approach will work best to manage the situation; we agree this will allow the team members to resolve the matter and continue with assignment. Self-assessments We shared our results from the self assessments on trust, listening and personality types. The assessment on trust demonstrated how most of us have trust issues, except Michael appears to be more trusting of others, within the group. This indicates the need for us to ensure we communicate to our fellow team members our intentions and follow through, in order to build trust among each other to maintain adequate performance. Listening skills were also an assessment we performed individually; most of us were surprised to see we were not as good listeners as we thought. The scores were in the mid 40s, indicating we will need to make a concerted effort to listen to team members when communicating. Although, we are communicating in a virtual forum, it is still important for us to be aware of our weaknesses as listeners so when communicating online we avoid potential setbacks in our team performance from miscommunication. As for the Jungian personality type assessment, all the team members felt that it closely depicted them. Being aware of individual attributes or strengths will help to enhance the team’s performance by knowing what they can contribute. Larry is observant, cool, unpretentious and highly motivated. Although, we have not delegated a leader yet, I would choose him to lead our team. His personality will compliment the other personalities within the team and therefore facilitate the work that needs to be done. Michelle and Richard were assessed as problem solvers and highly conceptual, I see them as the team members that can address the problems that might delay completion of an assignment. Possibly, Michelle and Richard can ensure the assignment is broken down or develop a method to complete. Michael appears to have the personality that is out-going and a visionary. These skills compliment those of Michelle and Richard by providing innovative ideas, for instance, preparing presentations. My personality assessment represents a realistic and logical manner in which I deal with situations. This will provide the team some assurance I will keep team members informed of the assignments and progress of our team. Overall, I think we have a balanced group of personalities to ensure optimal performance as a team.
